Two people in nearby roads shared footage allegedly "showing delivery drivers that stole their packages".
Martin Magwood, of Furtherfields, in Abbots Langley, and a woman who lives in Horseshoe Lane, Watford, both posted footage of couriers allegedly taking their delivery.
Mr Magwood had ordered a DPD delivery and a separate Amazon delivery, which both arrived on December 29.
He says that after the first delivery was put behind a bin the driver who dropped off the second (Amazon) package, at 12pm, swapped the packages and walked off with the DPD box.

He and his partner had posted a warning to locals to encourage them to “please be careful with your parcels”, and reported the theft to police.
Hertfordshire Constabulary confirmed the stolen parcel was reported to them and enquries will be carried out.
The other alleged victim had received a package from her brother but went out to find it had been cut open, at around 5pm on December 19.
A Christmas gift hamper had been removed and a number of gift cards had been left in the bottom of the box, all already used.
She said: “I was just really upset. I’ve never had this happen before.”
The customer explained that her son happened to open the door shortly after the delivery was dropped off and he chased the driver’s van up the street.
He did not catch the driver, but his mother claims that in such a short time – and with doorbell footage of the intervening time – no one else could have tampered with the package.
“It gives the drivers a bad name. Amazon are usually really good. The worst they do is dump items on the doorstep, which I don’t mind too much, but its just wrong for this to happen.
“Amazon should be doing something about these rogue drivers.”
Amazon refunded her for the purchase and is currently reviewing the footage for the incident in Furtherfield.
The company has said it is looking into both reports to provide a statement on what happened.
An Amazon spokesperson said: "We are taking the matter very seriously and are investigating."
