Paper parking vouchers are still available despite the procedure moving online, the council has reiterated.
Watford Borough Council has said those who need parking vouchers can log visitor details via an app or buy paper vouchers by phoning the office.
The clarification comes after some residents recently voiced concerns that they could no longer get vouchers the old way.
Councillor Ian Stotesbury, portfolio holder for transport and sustainability, said anyone who needed help should call the Parking Service on 01923 278 890.

The council moved to an online system in September 2019, at which point the general sale of paper vouchers ended.
Alan Gough, the council’s group head of community and environmental services, said: “Residents and businesses are able to apply for a permit 24/7 and no longer need to wait for a paper permit to arrive in the post.
“It of course is also more sustainable, by saving on delivery of the vouchers and printing of paper.”
