The Conservatives have maintained a sweeping majority in Hertsmere and Labour has gained two seats, wiping out the Liberal Democrats in the borough.
Counting has finished and, though the results are yet to be formally announced, Liberal Democrat candidate Robert Gamble described the result as "acutely depressing".
Leader of the council, Councillor Morris Bright (Elstree, Conservative), said he was delighted with news his party had gained one seat in the borough.
"We have worked very hard," he said. "I thought we might win a couple and lose a couple, you just don't know, but we have taken nothing for granted and the result shows that residents are happy with their council."
Hertsmere MP James Clappison (Conservative), who is also at the count, in Allum Lane, Borehamwood, voiced his congratulations to all the successful candidates.
He said: "Having spoken to people throughout the borough it seems there is widespread agreement that Hertsmere is a well-run council."
