Frustrated drivers are stuck in queues as far back as junction 18 on the M25 because of a one man fathers'rights protest.
Geoffrey Hibbert, 48, of Farnborough, Hampshire, has climbed a gantry near junction 14 dressed as Batman.
The Fathers 4 Justice activist said he was prepared to remian there all day.
All three anti-clockwise lanes were closed when he mounted the gantry before this morning's rush hour.
Traffic is now passing slowly through the scene be but tailbacks of up to 15 miles remain to the Chorleywood turn-off.
The Highways Agency has warned of delays of around 90 minutes.
